Below is a copy of the Environmental Assessment Form (EAF) form that Supervisor Hollister sent to the County Planning Board, along with the copy of Local Law #1. CROH became aware of this submission on July 24th, 2009. Notice that it is predated for July 27, 2009 (The day of the public hearing for local law #1) and there is no signature. Based on the answers in the form, it sounds like the town board feels projects of this type will not impact the area and the burden is on the industrial wind company to complete the SEQR.
This EAF Form is on the agenda for the St. Lawrence County Planning Board meeting on August 13th in Hermon Dekalb. Nancy Parrish (President of CROH) had requested at the public hearing on Monday night, that the Supervisor request the County Planning Board to hold the meeting here in Hammond instead of Hermon. It would seem this would be in the best interest of all, with the reason being that any decisions about Hammond should be made in Hammond and open for public input.
